American Legion Riders Motorcycle Association Chapter Attached to American Legion Post ____ PENNSYLVANIA PURPOSE TO PARTICIPATE IN PARADES AND OTHER CEREMONEIS THAT ARE IN KEEPING WITH THE AIMS AND PURPOSES OF THE AMERICAN LEGION. TO PROMOTE MOTORCYCLE SAFETY PROGRAMS AND TO PROVIDE A SOCIAL ATMOSPHERE FOR AMERICAN LEGION MEMBERS WHO SHARE THE SAME INTERESTS. TO USE OUR ASSOCIATION TO PROMOTE AND SUPPORT PROGRAMS OF THE AMERICAN LEGION. BYLAWS I. Membership:Any person may become a member of the American Legion Riders that meets the following criteria: A. A current member of the American Legion, Auxiliary or Sons of the American Legion. B. You must own a motorcycle of at least 250cc to ride in a chapter function, or be the spouse of, or the immediate family member of, an American Legion Rider member. March 12, 2005 C. Verify the member has a motorcycle endorsement on their driver’s license, a current vehicle registration and a current insurance card. June 5, 2004 II. Honorary Memberships: By majority vote, of the Board of Directors, honorary memberships may be granted to an individual or individuals under the following guidelines: A. Must be a member in good standing of the American Legion, American Legion Auxiliary, or Sons of the American Legion. B. Death of the spouse who was the owner of the motorcycle as defined above in letter A. C. Disability that physically prevents operation and/or ownership of a motorcycle. (This would allow the spouse to continue membership under these conditions for special class membership.) D. In the event American Legion Rider patches are granted to these members, they must contain a “rocker” that states the word “HONORARY”, so as to clearly identify the class of membership. Shirts or other wearing apparel, which contain the American Legion Rider emblem, must contain the word “HONORARY”. E. These memberships are to be of an honorary nature and do not constitute actual membership. Honorary memberships should only be granted to those persons who have demonstrated themselves to be assets to the organization and excelled in promoting the aims and purposes of the American Legion Riders. F. Honorary members do not have a vote in any election and cannot be elected to an office. January 9, 2004 III. Officers: A. President B. VicePresident C. Secretary D. Treasurer E. Road Captain F. Historian* G. Membership Chairman* H. Chaplain* (*These offices are at the discretion of the individual chapter) IV. Executive Committee: A. Between chapter meetings, the administrative power of the chapter shall be vested in the chapter Executive Committee. This shall consist of all elected officers for the current year and, in addition, the Immediate Past President. V. Election and Nomination of Officers: A. Election of the chapter officers will be held annually. B. The chapter will nominate members for office in the month of May. C. The membership will vote for officers, by ballot, in the month of June. Those officers shall be declared elected who have, by ballot, received a majority of the votes of the chapter members in good standing. D. The newly elected officers will take office in August of that year. VI. Duties of the Officers: A. President—Will serve as Chief Administrative Officer of the Association and will preside over all meetings. He shall have general supervision over the affairs of the Association. He shall perform such other duties as directed by the general membership. B. VicePresident— Will assume the duties of the President, in his absence. Will assist the President in the performance of his duties, when called upon to do so. C.Secretary—Keep a full and correct record of all proceedings of the meetings. Keep membership records, as may be required by the general membership. D. Treasurer—Have charge of all finances of the Association. To have charge of disbursing funds as directed by the general membership. To give detailed financial reports at each regular meeting. (Copies will be furnished to the sponsoring post, upon request.) E. Road Captain—Will be the logistics person in charge of the organized runs of the Association. He/She will determine the dates, times, routes and meeting places for those taking part in the run activity. He/She may, at their discretion, appoint assistant Road Captains or take necessary measures to insure the safety of the group during a run. Will also help maintain order during the chapter meetings. VII. Meetings: A. Meetings will be held at a date, time and place, as voted on by the majority of the members, at any regular meeting. A quorum must be present. VIII. Finances: A. Finances of each Association will be from the Association membership dues, or other such sources, as approved by the membership. B. Treasurer will collect yearly dues and maintain all Association funds. C. Renewal will be prior to December 31, of the given year. D. All checks must have the signature of two (2) officers. IX. Disbursement of Funds: A. Disbursement of funds will only be authorized at a chapter meeting. Each chapter will be a nonprofit organization and may only disburse funds in a manner that is in keeping with all local, state and national laws, regarding nonprofit organizations. X. Expulsion or Suspension: A. Any member may be expelled or suspended from the Association, by the majority vote of the general membership, at a regular chapter meeting. (i.e., for behavior unbecoming a Legionnaire.) B. All new members will be under an initial 90day probation period. XI. Residency: A. Each chapter will be known by the sponsoring Post March 12,2005 XII. Governing Rules: A. The chapter may elect to adopt a set of standing rules to govern membership activities. Any such rules shall be in conformity with these ByLaws. All such rules may be amended by a majority vote, of a quorum, at any regular Association session, or at any Special Session called for said purpose, provided notice of said Special Session sets forth the proposed change in the rules. XIII. ByLaws: A. None of the ByLaws shall be in conflict with the National Constitution and/or ByLaws of the American Legion, the Department in which it is located, or that of the sponsoring Post. XIV. Amendments: A. These ByLaws may be amended at any regular chapter meeting, by vote of twothirds of the members, provided that the proposed amendment has been submitted in writing and read at three preceding chapter meetings. All members must be notified in writing, at least five (5) days in advance of said meeting, when the amendment is to be voted upon. In this notice it must state that a vote will be taken to amend the ByLaws. XV. Order: A. All meetings will be conducted under “Roberts Rules of Order”, newly revised. |
